UNOPS hosts the Stop Tuberculosis Partnership Secretariat (STBP) as of 1 January 2015, in Geneva, Switzerland. The vision of the Stop TB Partnership is to realize the goal of elimination of Tuberculosis (TB) as a public health problem and, ultimately, to obtain a world free of TB by ensuring that every TB patient has access to effective diagnosis, treatment and cure; stopping transmission of TB; reducing the inequitable social and economic toll of TB; and developing and implementing new preventive, diagnostic and therapeutic tools and strategies. The Stop Partnership is uniquely positioned to support the development and further implementation by partners of the current and future Global Plan, acting as a coordinator and catalyst for the range of partners engaged in the fight against TB.
Founded in 2001, the Stop TB Partnership’s mission is to serve every person who is vulnerable to TB and ensure that high-quality treatment is available to all who need it. Stop TB partners include international and technical organizations, government programme, research and funding agencies, foundations, NGOs, civil society and community groups and the private sector.
The Stop TB Partnership is hosted by the United Nations Office for Project Services (UNOPS) in Geneva, Switzerland.
The Stop TB Partnership launched the Digital Health Technology (DHT) Hub in November 2020 to catalyse the global adoption of evidence-based digital health technologies and ensure that they can be utilized to the fullest of their potential for the advancement of the Global Plan to End TB by 2030. The DHT hub is built on years of experience in facilitating the introduction and implementation of TB digital health technologies, and will build upon the Stop TB Partnership’s role as a convener of countries, technical partners, technology developers and donors to further advance the development and implementation of tools.
The DHT Hub will coordinate and build upon the various digital health technology initiatives and projects within the Stop TB Partnership, and initially focus on the following key areas:
- Build and expand the knowledge and experience base of the appropriate use of digital health technologies
- Provide technical support to country programme, implementing partners, and civil society and communities to implement and scale proven and evidence-based digital health technologies for the TB response
- Lay the necessary foundation in TB affected countries for the optimal scale-up, equitable access, and appropriate use of digital health technologies
- Catalyze the rapid roll-out of digital health technologies by providing fit-for-purpose capital and technical support to small- and medium-enterprises and start-ups, particularly from TB affected countries
The initial technological areas of focus of the DHT Hub include but are not limited to the following classes of technologies:
- Diagnostics connectivity solutions;
- Artificial intelligence-powered computer-aided detection software for use with chest X-ray;
- Ultraportable digital x-ray systems;
- Digital patient support technologies;
- Bioinformatics for next generation sequencing analyses;
- Digital monitoring tools for the community (e.g. OneImpact);
- Diagnostics network mapping and analyses.
One of the initiatives of the DHT Hub is the New Tools Project under implementation by the Stop TB Partnership, which will provide multiple new digital health technologies to high TB burden countries. The Project will entail development of global practical guidance and tools to facilitate project implementation in countries as well as country-specific support for adoption, customization and effective use of products.
To support the work of the DHT Hub, the Stop TB Partnership is aiming to build a roster of consultants with technical experience in implementation of specific digital health technologies to support Stop TB in its efforts to develop global-level and country-level implementation guidance and tools, technology landscapes and support Stop TB analyses of data.
The specific responsibilities of the Digital Health Analyst Consultant include:
Supports the development of global-level implementation guidance, training curricula and other implementation tools for specific classes of digital health technologies:
- synthesizes information to develop sections of implementation guidance, training curricula and tools, using inputs from technology developers, early implementers and Stop TB teams
Supports information collection for analyses of product landscapes and evaluations of performance for specific classes of digital health technologies, providing up-to-date information on product operational and performance characteristics and specifications
- coordinates collection of inputs from technology developers and drafts summaries of product landscapes and comparison tables
Supports the formatting and analysis of datasets produced by various technologies and development of reports or dashboards, as required
Monitoring and process controls
Stop TB will engage consultants from the roster when it requires support in its digital health technology-specific activities, including development of implementation guides, product landscapes or similar products.
A consultant will be selected based on expertise and experience around use of a specific technology as well as experience in the planned activity, including research or information collection and analysis.
Possible deliverables from consultancies may include inputs into product landscapes or evaluations, implementation guides, training curricula or related tools, as well as formatted datasets and analyses.
The consultant will be engaged on a retainer contract based on a daily fee and for a limited amount of days within a defined period of time.
- An Advanced University Degree (Masters degree or equivalent) in a health-related or technology-related discipline with 2 years of relevant experience; OR
- A First-level University Degree (Bachelors degree or equivalent) in in a health-related or technology-related discipline with 4 years of relevant experience is required; OR
- A professional or technical diploma with additional 2 years of relevant experience will be considered in lieu of a first level university degree.
Minimum of 2 years of relevant professional experience in development or implementation of digital health technology products, including at least one of the following classes of technologies:
- Diagnostics connectivity solutions
- Digital X-ray and software for the computer-aided detection of TB using artificial intelligence
- Ultra-portable digital x-ray
- Digital patient support tools
- Bioinformatic tools for next-generation sequencing analyses
- Digital monitoring tools for the community (e.g. OneImpact)
- Diagnostics network mapping and analyses
Absence of current conflict of interest
Implementation experience using one of the aforementioned digital health technologies in at least two countries is desired.
Implementation experience using at least two products within one of the aforementioned technology classes is desired.
Fluency in English is required. Knowledge of French is an asset.

- Contract duration: Contract initially will be valid until the end of June 2021, renewable subject to organizational requirements, availability of funds and satisfactory performance
