Regional Risk Communication and Community Engagement Specialist

The Regional Risk Communication and Community Engagement (RCCE) Specialist will oversee the implementation of a roadmap for implementing RCCE, with a focus on accountability through participation and effective social and behaviour change strategies, together with the 12 Country Offices in East and Southern Africa.

The COVID-19 pandemic is challenging the application of normal Risk Communication and Community Engagement (RCCE) approaches through physical distancing requirements. In line with the Theory of Change and the Grand Bargain’s transformative agenda for humanitarian action, the organisation is trying to focus on accountability to affected populations, locally led action and lasting behaviour change. Like most international and national agencies, Save the Children placed this approach centrally to our COVID-19 response and, in 2021, has an ambition to prevent the spread of COVID-19 and prepare communities to handle infections and accept safe vaccinations, with a particular focus on children. This role, through the support of the Regional Senior Leadership team, will aim to utilise the momentum of COVID-19 to implement a road map that ensures accountability, participation and SBC are mainstreamed into the ways of working.

Effectively implementing RCCE strategies is more important than ever as governments try to reinforce national guidelines in the midst of widespread community complacency, and with new waves and variants threatening gains to date. In addition, the possibility of vaccine roll-out in 2021 means there is additional opportunity to engage communities and communicate clear, safe and relevant information, using strong community engagement strategies.

Country Offices have worked hard to improve RCCE capacity and quality of the response to COVID-19, while ensuring essential health services are maintained. Many have established RCCE task teams; however, the next step is to consistently engage communities in two-way communication, address issues around pandemic fatigue, rumours, growing distrust of authorities, and create an enabling environment for the acceptance and uptake of a vaccine. At the same time, there are other emergencies to respond to, therefore not all RCCE activities should revolve around the COVID-19 response. The role is responsible for follow-up support to Country Offices and to advance the RCCE work, while ensuring that existing and new Social and Behaviour Change work is implemented within development activities. The Specialist will support Country Offices to set up sustainable mechanisms for RCCE and SBC, and build on existing mechanisms for engaging with communities and facilitating meaningful participation. She/He will continue to facilitate the Regional RCCE Task Team and implementation of the RCCE and SBC Roadmap to catalyse and sustain the planning, design, implementation and monitoring of quality RCCE and SBC work across the region.

In order to be successful you will bring/have:


  • Bachelor’s degree in a development field plus at least 5 years of demonstrated progressively more advanced experience working in risk communication and community engagement, and/or social and behaviour change. Master’s degree preferred.
  • Experience working nationally and internationally in East and Southern Africa with marginalised communities, and children.
  • RCCE expertise (and understanding) of RCCE concepts and guidance; how to strengthen trust between, and amongst communities, understand how communities are responding (who and what they listen to), creating two-way dialogue, etc. Ability to contextualize and provide guidance to different populations and support development and dissemination of relevant RCCE strategies.
  • SBC expertise, good understanding of SBC concepts and frameworks (formative research, quantitative and qualitative data analysis, SBC Communication
  • Experience in designing and/ or community engagement projects in development and/or humanitarian contexts- participatory approaches
  • Ability to work with IT and monitoring, evaluation, accountability and learning teams to support the application of virtual networks/digital platforms that foster community engagement with SC, and amongst themselves, to address emerging health, education, child protection situations and food security issues, as COVID-19 unfolds.


  • Experience in the use of digital platforms that engage communities with two-way communication around efficacious and feasible program adaptations.
  • Experience ensuring that efforts are inclusive and ensure considerations for mobile and marginalized populations, refugees/IDPs, people in conflict settings and technology-dark areas; girls; urban populations; understand how people already communicate and adapt in this environment.
  • Able to adapt learning from the Ebola and Zika context, including applying lessons learned.
  • Demonstrates an ability to help country offices select indicators and measure success of RCCE and SBC work, while also documenting learning.

Contract duration: 1 year, with possibility of extension

Location: Save the Children operates in 12 Countries within the East and Southern Africa Region i.e. South Sudan, Sudan, Somalia, Ethiopia, Rwanda, Tanzania, Uganda, Kenya, Malawi, Zambia, Zimbabwe and Mozambique.

This role will be based in any Country Office with SCI Presence under National Contract terms
