Job Summary

As Project Officer of Cash Assistance Program, you will monitor and report on all project accountability and ICT4D activities in support of Catholic Relief Services’ (CRS) work serving the poor and vulnerable. You will provide responsive, professional service and technical support to CRS staff and partners to ensure efficient operation and use of CRS information sharing, communication, and collaboration technologies. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.

Job Responsibilities:


  • Support the coordination and implementation of all assigned project Accountability and ICT4D activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.

  • Support accountability and promote active and static feedback channels of cash project activities through coordinating project monitoring activities and assisting partners in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with partner helpline staff to prepare reports per established reporting schedule.

  • Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist partners in their efforts to reflect on project experiences. Assist the partner helpline staff in their efforts to reflect on project experiences.

  • Collect information on partner staff capacity needs and technical assistance needs of partner organizations; monitor capacity building and technical support activities to ensure effective impact.

  • Complete project documentation for assigned ICT4D and Accountability activities. Assist with identifying information for case studies and reports on promising practices.

ICT4D Responsibilities

  • Collaborate with CRS project and technical teams to define the scope, goals and deliverables of appropriate ICT4D initiatives

  • Support the roll out of appropriate ICT4D tools and systems with the support of respective team members to increase efficiency of helpline and accountability data collection and reporting.

  • Provide training to CRS and partner staff to utilize ICT4D tools developed by CRS for project activities; monitor implementation and provide capacity building and technical support to ensure effective impact.

  • Review data collected through ICT4D systems to identify inconsistencies and report to team members, as appropriate.

  • Conduct ongoing technical support and maintenance to update and maintain helpline devices as well as identify required improvements in the system and test devices or applications when appropriate.

  • Work with CRS and Caritas teams to effectively resolve cases referred to the helpline

Accountability Responsibilities

  • Develop and refine as needed key messages for the population served by the project and ensure timely dissemination across stakeholders.

  • Collaborate with project team to ensure effective accountability measure are implemented across all project activities.

  • Conduct data cleaning process to ensure that all feedback and complaints data is of highest quality and followed up. Ensure electronic data collection is carried out in a quality, timely and complete manner.

Typical Background, Experience & Requirements:

Education and Experience

  1. Bachelor’s Degree required. Master’s Degree in Information Technologies, database development/ data management or in the field of MEAL would be a plus. Additional education may substitute for some experience.

  2. Minimum of 2 years of work experience in project implementation, ideally in the field of data management and for an NGO.

  3. Experience working with stakeholders at various levels and strengthening community partnerships.

  4. Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

  5. Experience working with partners, participatory action planning and community engagement.

  6. Experience utilizing ICT4D platforms and solutions.

Personal skills

  • Analysis and problem-solving skills with ability to make sound judgment.

  • Good relationship management skills and the ability to work closely with local partners.

  • Proactive, results-oriented, and service-oriented.

  • Attention to details, accuracy, and timeliness in executing assigned responsibilities.

Required Languages: Greek and English.

Travel Required: Non expected.
