Deutsche Welthungerhilfe (formerly known as German Agro Action/GAA) was founded in 1962. Today it is one of the biggest private development organisations in Germany. Non-profit, politically independent and non-denominational, the organisation works under the leadership of an honorary board and the patronage of the German President.

Welthungerhilfe Myanmar is running projects in the fields of humanitarian assistance, food and nutrition security, agricultural value chains and community development in Ayeyarwady, Mandalay Region, Kachin, Chin and Shan States. The WHH program is funded by various institutional donors (BMZ, Federal Foreign Office of Germany, LIFT and others) as well as private donors.

We are currently looking for a Programme Advisor (100%) for the Country Programme. The position will be based in Yangon with frequent travels to the field offices and partner offices.

I. General Data of the Position

II. Objectives and General Responsibilities **

The position-holder will be instrumental in achieving Welthungerhilfe’s set goals and safeguarding the organisation’s interest in its Myanmar country programme. He/she will acquire relevant information and services, facilitate communication between the organisation and a wider range of national stakeholders, and make responsible decisions consistent with the interests, goals and abilities of WHH’s country programme Myanmar.

Moreover, the position will support the overall programme by advising and directing the country programme management on advocacy, policy and security issues relevant to the country programme[1], while providing technical[2] assistance to individual projects on-demand.

He/she should have the ability to work sensitively and positively with programming teams and promote a learning environment and should have the willingness to travel to (remote) project locations frequently.

III. Duty and Areas of Responsibilities

2.1. Programme analysis and advisory:

  • Provide sound inputs and pro-actively contribute towards the development of WHH’s new Multi-Annual Country Strategy as well other programme related reference documents e.g. Annual Report and Plan
  • Leads on the identification and analysis of programmatic and political issues, challenges and risks relevant to the country programme and offers constructive solutions
  • Monitoring the operational environment and regulatory framework for Versed on government approaches, national priorities and regulatory framework for INGOs in operational in Myanmar
  • Develop, elaborate and and/or contribute to studies, positions, policy and research papers
  • Promote and contribute actively to institutional learning and accountability
  • Identify and explore new business models and project opportunities in line with WHH’s Multi-Annual Country Strategy

2.2. Liaison

  • Responsible for the relationship management with line ministries and other relevant departments of the government in close coordination with HR & Liaison Manager
  • Obtain necessary authorization and permission for WHH’s operation in Myanmar
  • Engage with senior levels of government, academia, donor, UN system and civil society, under the direction of the Country Director, to cultivate the image and support the interests of WHH
  • Lead WHH’s public relation and communication efforts
  • Represent WHH in relevant meetings and events vis-à-vis government, donor and other stakeholders in agreement with the Country Director

2.3. Programme support/ technical assistance

  • Provide technical and managerial support to individual projects upon request and in agreement with the Country Director
  • Support projects and programme in the development of guidelines and frameworks
  • Assist to conduct surveys, assessments and evaluations in coordination with the Head of Programme and the MEAL Expert
  • Facilitate inquiries of the policy and public relations department at Headquarter level
  • Function as Safety and Security Focal person for the country programme
  • Other task assigned within the framework of this position and the position-holders qualification might be assigned by the Country Director

IV. Job Requirements

4.1 Professional competencies

1.1. Professional/ formal qualifications

· Advanced university degree in social sciences, statistics, development studies (related to nutrition is an advantage) or other relevant fields

1.2 Job-related experience

  • At least five years of professional experience in a relevant management or advisory role and development and/or humanitarian context (preferable with an NGO)
  • Proven track record of engagement with authorities and government structure
  • Advanced report writing skills
  • Experience of Safety and Security Management an asset
  • Proficient in the use of MS-Office
  • Previous experience in supervising and management of staff is an asset

1.3. Language Skills

  • Burmese and any other spoken language in Myanmar (mother tongue/ excellent)
  • Excellent command of English language (written and spoken)

2. Management and Leadership skills

  • Strong strategic and analytical thinking
