Job Title:

Logistics Adviser.

Reports to:

Supply and Logistics Manager.

Job location:

Head Office Dublin based although it is likely there will be working from home arrangements in place during the period that Covid-19 restrictions are in force.

Pay Band:

Band 5 (€49,167 – €57,843).

Contract:

2 year fixed term contract.

Job Purpose:

The job will focus on two areas –

  • Provide technical support in all aspects of humanitarian logistics to an assigned region or cluster of Concern overseas fields including supporting the areas of procurement, warehousing, transportation, asset management and distribution.

  • Ensure the organisation’s logistics systems allow for effective emergency response, that the systems effectively support all programme activities, that standards of best practice in both emergencies and on-going programming are adhered to and to build logistics capacity and expertise.

Key Responsibilities:

  • Be responsible for providing dedicated logistics support to a specific Concern region or cluster of approximately 5 countries. The region or cluster of countries may change and it is likely that the adviser will rotate to a completely new region or cluster of countries approximately every 2 years.

  • Spend time overseas providing direct technical support, carrying out system audits, capacity building overseas based personnel and carrying out other support visits that may be required. At least one support visit will be arranged for each country annually.

  • Be a member of the Rapid Deployment Unit (RDU), requiring availability on occasions to deploy on short notice with emergency teams to new emergencies.

  • In exceptional circumstances, deploy overseas to provide short term gap filling duties.

  • Be flexible and willing to change roles at short notice particularly in times of emergencies or when it is necessary to provide cover for other colleagues in the unit.

  • While in Dublin HQ, work closely with relevant Regional Directors, Systems Directors, Desk Officers, suppliers, service providers and logistics personnel based overseas.

  • While on overseas deployment work closely with the System Director and country management team.

  • Advise on organisational policy and procedure as they relate to procurement and logistics as well as auditing field practice to ensure adherence to such.

  • Engage in inter agency collaboration and cooperation between NGO’s, UN organisations and relevant institutions.

  • Support overseas fields in interpreting and following donor procurement and logistics related guidelines and help to ensure donor procedural compliance.

  • Assist fields with the implementation and support of automated logistics systems.

  • Develop and ensure monthly reporting of key performance indicators for overseas logistics activities.

  • Provide oversight and feedback on monthly logistics reports generated at field level, such as transport, warehousing and SR tracking reporting.

  • Review logistics related documentation submitted for approval to the Regional Director for compliance and accuracy.

  • Assist with the recruitment and on-boarding of new international logistics staff by being a member of interview panels and providing induction support.

Skills and Experience Required:

Essential:

  • Third level qualification

  • At least 3 years overseas experience working in the area of humanitarian logistics

  • Experience in the areas of procurement, warehousing, transportation, asset management and distributions

  • Ability to work as part of a team

  • Practical, adaptable and resourceful

  • Good interpersonal and communications skills

  • Good organisational, planning and management skills

  • Ability to work under pressure

  • Cross cultural awareness and sensitivity

  • Diplomacy

  • Numeracy

  • Computer skills

  • Fluent French speaker

Desirable:

  • Third level qualification with logistics or supply chain management qualification

  • Cash distribution experience

  • ERP systems experience

  • Familiarity with Concern systems

  • Knowledge of HF/VHF radio and satellite communication systems

  • Import/export experience

  • Full clean driver’s license
