Introduction:

Background Information:

According to the 2020 Trafficking in Persons (TIP) Report of the United States (U.S.) Department of State[1], Azerbaijan is a country of origin, transit and destination for men, women and children subjected to forced labour and sex trafficking within the country and abroad. […] Women and children from Azerbaijan are subjected to sex trafficking within the country and abroad. Azerbaijani children are also reported to be subjected to forced begging and forced labour as roadside vendors and at tea houses and wedding facilities. In this context, identification of victims of trafficking (VoTs) is crucial to prompt assist, support, and protect victims and law enforcement and prosecution authorities to better investigate and punish traffickers. Identification and screening of VoTs is not immediate or simple; VoTs rarely identify themselves as victims and almost never report their situation to law enforcement agencies. Consequently, there is a lack of reporting that can be caused by many factors including fear of traffickers using the threat of violence on the victim or their family. For this reason, proper identification is essential to effective provision of care of VoTs who may face serious health concerns, legal problems, and issue of security. First responders such as social workers, doctors, psychologists and teachers are often the first ones coming in contact with victims and/or potential victims and must be equipped with the ability to identify and ensure they are rescued and receive timely protection and assistance.

In this context, since 2015 the International Organization for Migration (IOM) Azerbaijan implements the project “Counter-Trafficking in Persons (C-TIP) Activity” funded by the United States Agency for International Development (USAID) aiming at assisting the Government of Azerbaijan (GoAz) to further improve the country’s effectiveness in preventing and combating human trafficking and forced labour through raising public awareness on TIP and providing technical and financial support to the civil society organization (CSOs) operating shelters for assisting potential and actual VoTs and forced labour.

IOM plans to provide technical assistance to those frontline entities of the GoAz with the roles and mandates that put them in a position to interact with or detect potential victims. While most have the ability to detect flagrant cases of trafficking, detecting subtle warning signs or indicators has proven to be more difficult and help is needed in terms of capacity building initiatives on interview protocols, detecting early signs of any form of exploitation and violence.

Under the overall supervision of the Chief of Mission, the direct supervision of the Counter-Trafficking Officer, the successful candidate will develop content for training curriculum on VoTs identification, detection and referral addressed to first responders. Following the approval of the training program, the international consultant will travel to Baku to conduct a 5-day Training of Trainers (ToT).

Tasks to be performed under this assignment:

· The international consultant will work in close coordination with IOM Azerbaijan Counter-Trafficking (CT) Team in Baku and representatives of government counterparts and members of the CSOs to develop the ToT Program throughout the consultancy period.

· The international consultant will liaise with the above-mentioned state agencies and relevant CSOs to develop the ToT curriculum and training materials. The consultant will ensure that training materials correspond to the relevant actors’ needs.

· Based on the list of participants, provided by IOM, the Consultant will facilitate a ToT session of 3 days in Baku (training material, additional documentation to the ToT Program, etc.) ensuring the needs of participants are met and deliver a report of the training session which will include the evaluation of participants as future trainers, based on an evaluation grid.

Objectives and deliverables:

· Development of a ToT Program on subtle indicators, screening questions, minimum standards for improved victim identification for first responders.

· Creation of a pool of 20 first responders expert trainers of subtle indicators, screening questions, minimum standards, and other SOPs necessary for victim identification.

· ToT Program, curriculum, and training materials (exercises, PPT, tests, etc.).

· Report of the ToT in Baku with evaluation of the participants and selection of expert trainers for rollout sessions.

Realistic delivery dates and details as to how the work must be delivered

Work will be carried out over a 4-week period between mid-April and the end of May 2021.

Expenses for this consultancy will be covered by IOM C-TIP Project. Logistical and travel assistance will be provided through Azerbaijan country office.

This consultancy is home-based with field visit to Baku, Azerbaijan.

Qualifications and experience

Education

· Master’s degree in Political or Social Sciences, Law, International Relations, or a related field from an accredited academic institution with five years of relevant professional experience; or

· University degree in the above fields with seven years of relevant professional experience.

Experience

· Knowledge and experience on counter human trafficking with focus on identification, referral assistance of victims of trafficking.

· Strong analytical and writing skills to develop counter trafficking training materials for government officials related to immigration issues and relevant actors from the CSOs (samples of work may be requested).

· Sound knowledge on international and internal migration issues in Azerbaijan, the sub-region, and related issues.

Languages

· Fluency in English is required. Working knowledge of Russian, Azerbaijani or Turkish is an advantage.
