Call for Provision of Project Management training services for the implementation for the CLIQ Project



Turning Tables (TT) is a Danish-based international non-profit organization that aims to empower disadvantaged youth in vulnerable communities by giving them access to training, education, and creative capacity-building in the fields of music, filmmaking, and arts. At the same time, it amplifies the voices of adolescents and youth at local and national levels, providing them with the means to express their grievances, hopes, and dreams.

TT established a local office in Jordan in 2010 and has since implemented various cultural and creative projects. TT has comprehensive experience working to promote and support freedom of expression, human rights, civic engagement, economic inclusion, and social cohesion between marginalized refugees and Jordanian host communities. One of the main focuses has been working with traumatized and vulnerable youth in refugee camps, preventing negative coping mechanisms, offering psycho-social support, and youth empowerment through creative trauma processing.

Turning Tables through its office in Jordan (TTJ) is in the process of preparing for the implementation of the project “CLIQ – Creative Learning for Improving Quality of life for vulnerable youth in Jordan”, which is a demand driven project that seeks to break new ground in providing marginalized Syrian and Jordanian youth with a skill set that will improve their employability in the context of the 21st century job market. The project will offer a combination of training within creative subjects focussing on either film, music or design as well as a project management course. After having finalised this basic training, project participants will gain hands on experience, acquired through either teaching experience (ToT) of children/youth in after school clubs at local Community Based Organisations, or through internships within companies/institutions related to the Cultural and Creative Industries (CCI) in Jordan.

A detailed project description will be shared with the consultant at the beginning of the consultancy along with any other documents necessary.


As part of the project activities for CLIQ a comprehensive Project Management course will be given to the youth participants, between the ages of 16-25. The course will be an important building block in the upgrade of skills that the CLIQ project seeks to address, in order to deliver the overall project objective: To increase the quality of life and employability of vulnerable Syrian and Jordanian youth by enhancing their life skills and creative technical capacity to work within the creative industries in Jordan.

The main objective of the project management course is to equip the participants with an understanding of how management tools and skills can help ensure that their work is delivered on time and within budget, how to allocate resources more efficiently and make better business decisions whether as part of a team or in their entrepreneurial projects. The selected consultant/institution should be able to cover some the following content in their training, but should not be limited to:

  • Finance (including financial planning and budgeting)

  • Strategic Management

  • Project development (research and proposal writing)

  • Communications, marketing, and advertising

  • Procurement (including logistics)

  • ICDL (International Computer Driving License)

Scope of the work

Turning Tables Jordan will select a local consultant/institution to prepare and conduct a tailored project management that responds to the main objective described above. Specific dates will be agreed at the beginning of the consultancy, the total duration of the course will be for 5 days. In 2 selected CBO’s, for 45-50 participants in each CBO. Due to COVID-19 the participants will be divided into 3 different groups.

Consultants/institutions interested in submitting an application should provide a detailed structure of the content of the Project management course, including a breakdown of each of the topics to be included in the course in terms of hours, curriculum, and pricing. A description of the teaching methods should also be included.

Lastly, the consultant/institution is expected to collaborate with the TTJ staff to adequate some of the content to fit examples or real-life scenarios in the context of cultural and creatives industries.

Tasks and Responsibilities

The consultant will be in charge of the following:

  1. Preparing a tailored project management course that responds to the objectives of the CLIQ project.

  2. Facilitating and teaching the project management course. This will be done at local training facilities within previously selected CBOs located in East Amman.

  3. Considering COVID-19 restrictions, the project management course will be delivered simultaneously to 45-50 participants, divided in 3 separate groups for each CBO. The consultant/institution should take this in consideration in their financial proposal.

  4. As part of the offer, the consultant is requested to propose a setup for assuring that GDPR (General Data Protection Regulations) standards are adhered to, preferably based on previous experience.


The consultant/institution will be expected to:

  1. Conduct a preparatory meeting with Turning Tables Jordan staff for course planning

  2. Provide detailed course description including time schedule and expected outputs/outcomes for the course

  3. Conduct the project management course, scheduled for 5 days in 2 CBOs, for 45-50 participants in each CBO

  4. Conduct and evaluate knowledge of project participants about delivered content (pre- post assessments or other tools deemed appropriate by the consultant)

  5. Provide a certification by the end of the course for the participants

  6. Final report summarising course learnings based on course participants and assessments of the course, to be submitted in English
    Budget for the facilitation

  7. Prices are to be submitted in JOD and are valid for 30 days starting from the offer’s submission closing date.

  8. Both technical and financial offers must be submitted to Turning Tables Jordan

  9. Financial proposal has to be detailed and indicate all costs associated with the delivery of the consultancy.

  10. Price offers must be inclusive of taxes for establishments officially registered; while for individuals and non-profit institutions, the offered prices will be subject to a 5% deduction for income tax.

  11. Payments will be as follows:
    30% after course curriculum has been approved
    20% after the course has been conducted
    50% after the final report has been approved


The consultant/institution should have:

  • Excellent academic and research background (in relevant fields such as project management, business administration, pedagogy, capacity building, others)

  • Minimum 5 years of experience in delivering project management courses of a similar kind and scope

  • Previous experience providing youth training

  • Be licensed by the VTSDC, or provide any other proof of certification (VET, TVET, or others)

  • Excellent working knowledge of Arabic and English
